What is an Advanced Electronic Signature?

The advanced electronic signature is the tool that allows electronic documents to be signed, giving them legal validity according to Law 19.799. It has full evidentiary value, making it a 'full means of proof.' Therefore, it allows the signing of contracts and documents as established by the Law, guaranteeing authentication, integrity, and non-repudiation of the documents.

What is the MINSEGPRES (OTP) signature?

The government of Chile has developed an Advanced Electronic Signature for public officials in areas related to digitizing procedures that require authentication. To initiate the activation of an institution on the platform, it is necessary for the Ministry or Agency to which the institution belongs or with which it is related to have a signed agreement with Minsegpres. In LTEC, the MINSEGPRES signature is known as the OTP (One-Time Password) signature

What do I need to install the Viafirma driver?

Download Viafirma and follow the instructions until the end.

How do I use my electronic signature with Viafirma?

You must have your Advanced Electronic Signature activated according to the manuals of your accrediting entity. Then, download and run the Viafirma driver on your computer. Afterward, simply click on 'sign', insert your EToken, select your credential, and confirm the signature with your EToken password.

How can I sign with a Simple Signature?

The specialists will be assigned a Simple Signature button to officialize their records. To use the Simple Signature, you must first create your 4-digit PIN (numeric, not to be confused with the access password to Ltec).

How do I activate my account?

Check the email sent by no-reply@ltec.cl to your account and click on the 'Activate Account' link. If it does not appear in your inbox, check your Spam folder

How do I get a user account in LTEC?

The user must be created by the resident, the Fiscal Inspector, or the LTEC support team upon their request.

How do I change my password?

On the Login page, click 'Change Password' and look for the individual password reset link that will be sent to your email.

I can't log into my account.

Verify that your email is correctly entered and that your account is active. A Resident, Inspector, Specialist, Assistant, or Visitor should not select administrator login. If the problem persists, contact support.

How to attach files?

You must fill in the required fields, save the record as a draft, and then attach the files.

Can I attach videos to the book folios?

Yes, but with a suggested file size limit of 100MB.

Can I upload editable documents to the Digital Construction Logbook?

Yes, you can add editable documents associated with records in Excel, Word, PDF, and PPT format.

Where are the files stored?

In the document repository of the digital folder.

Can I delete the information from the folios?

You can edit and delete information in a folio as long as it hasn't been signed.

Can I edit a folio after it has been signed?

No, you can only edit and delete a folio in draft status.

How do I know that the counterparty received the information?

Through the 'seen' mark from the counterparty.

How do I mark a record as 'seen'?

Using the same procedure to sign a folio. Only users from the counterparty with signing authority can mark it as 'seen'..

Can I download the books?

The books can be downloaded in bulk from the Digital Folder module, in the 'Contract Development' section.

How many books can I have per work?

LTEC has a book structure depending on the type of contract, which includes, as requested:

- Master Construction Logbook (Unidirectional).

- Communication Logbooks (Bidirectional).

Specialty or Auxiliary Logbooks (Bidirectional and as many as needed).

Who creates the project?

The construction company is responsible for requesting the creation of the digital logbook when they hire LTEC's service.

Who creates the books?

The Fiscal Inspector from the platform or the LTEC support team upon their request.

How many users can I have per project?

The number of users per contract is unlimited. The profiles will have access to read, write, and sign folios according to the role they fulfill within the project.

Can I be assigned to more than one contract at the same time?

Yes, depending on the role you fulfill in your contract.

How can I assign a user?

Inspectors and the Resident can assign professionals within each contract in the 'Users' module with their personal data and assign them the corresponding profile. 

Who needs to sign a folio?

Fiscal Inspectors, Residents, and Specialists.

What should I do to verify the credentials of a signature on a folio?

Open the folio PDF with Adobe Reader DC, only then will you have clear access to the certificates that validate the signature on a document. If your computer does not have this document viewer application, download it for free here: https://get.adobe.com/reader/

What days are the monthly reports delivered?

The 5th business day of each month.

Do the monthly reports replace the information required in the contract terms?

No, the data entry in the monthly reports is parallel and complementary.

Service Provision Inquiries
How is the service payment made?

The service charge is billed in advance on a monthly basis. Payment can be made via deposits or bank transfers.

How long does the monthly charge last?

The monthly charge lasts until the provisional acceptance folio of the project is issued, at which point administrative billing activities are suspended. If any activities are carried out in the contract between the provisional and final acceptance, only the month of use will be charged.

How long is contract information backed up?

Once the project is completed, the documentation remains available for a period of 5 years.
